SETWorks + LACIE Health Information Exchange (HIE) Integration

SETWorks integrates with one of Missouri's Health Information Exchanges (HIE), LACIE, to view clinical data within SETWorks and send SETWorks data. The community viewer was provided via Oracle and LACIE and is securely tied into SETWorks. 

What is LACIE? 

LACIE is one of the first fully operational, multiple-state HIE’s in the country, providing patient information to prominent healthcare systems and providers in the Midwest, and is one of four Health Information Networks (HIN) in Missouri. LACIE is committed to supporting the healthcare industry move toward electronic health records and to share that information amongst parties that support or treat patients with their healthcare needs. 

How is Missouri Department of Mental Health involved? 

The Missouri Department of Mental Health, Division of Developmental Disabilities in partnership with stakeholders and contractor EMI Advisors, is testing the integration of standardized health and human services data to support person-centered planning, population health management, reporting, and value-based payment (VBP) among health care and home and community-based service (HCBS) providers for individuals with developmental disabilities. The project is funded by the Office of the National Coordinator for Health Information Technology (ONC) through the Leading Edge Acceleration Projects (LEAP) grant award. Missouri DMH has been working with SETWorks and LACIE for the past 12+ months on a project that provides a viewer within SETWorks of the MO HealthNet. This allows providers connected to the health information exchange through LACIE to access healthcare data for individuals' served.

Are other providers connecting to LACIE? 

YES! A number of Missouri providers have connected to MO LACIE HIE and have reported positive feedback.

What is the community viewer in SETWorks? 

When connected to LACIE through SETWorks, there will be a Data Exchange tab available within the consumer's profile. The information visible within the Data Exchange tab is from the four Missouri HIEs, showing personal and healthcare information. Health providers such as hospitals, general practitioners, and specialists with access to the network are entering visit information after seeing a patient or providing treatment. This information is visible within the clinical data viewer within SETWorks. 

 



Can SETWorks send information to LACIE? 

SETWorks also offers an option or setting that allows providers to send information to MO LACIE HIE from SETWorks. SETWorks checks for updates and sends those each hour to MO LACIE HIE.

The following data can be sent to LACIE: 
Provider Details. Name, address, phone, fax, email
Consumer Details. First, middle, last name, email, suffix, date of birth, gender
Consumer Address. Primary, secondary
Consumer Phone Numbers.
Consumer Identifiers. Social security number, Medicare number, Medicaid number
Consumer Disabilities. Includes ICD-10 codes
Consumer Demographics. Ethnicity, race, languages
Consumer Network Contacts. Emergency contacts, guardians, contact name, address, phone
Consumer Allergies
Consumer Doctors. Name, address, phone, NPI number, referring provider

How do I get access to the community viewer in SETWorks? 

An agreement must be signed with LACIE before December 31st, 2022 in order to submit the request for funding for the first three years of usage. SETWorks will then provide next steps about configuration and training of the viewer within SETWorks. Training new users on this feature in a minimal time commitment.

Q&A

Q: Will EMT info from CIMOR be interfaced with HIN? 

A: Contact MO DMH for questions related to CIMOR connectivity.

 

Q: With MO being an opt-in state, does that mean that [each provider] has to pay the fees to LACIE and agree to their terms unless they opt out? 

A: Missouri as a state does not have a Opt-In or Opt-Out status. It is up to each HIN to make that determination. Since other neighboring states (e.g., Kansas) is an Opt-Out state, LACIE and the other HINs have decided to follow that model for consistency. If an individual or guardian does not want to have their data shared amongst providers of the HIN, they much opt out. 

 

Q: Will [providers] need to send guardians information about HIN or do [providers] assume their approval? 

A: Notice of Privacy Practices (NPPs) will need to be updated to include language that allows a patient or their legal guardian to opt them out of the exchange. Sample NPP language will be provided on request by LACIE as well as the opt-out form that is required to be completed. The opt-out form must be submitted to LACIE by the provider organization to ensure individuals are who they claim to be and their request to opt out.

 

Q: Will information also be coming from Carasolva? 

A: SETWorks will not be sharing information from Carasolva with the HIN. See information shared by SETWorks.

 

Q: Is there a DMH contact for HIN to whom we should address questions, like the one about EMTs? 

A: Referring to the MO DMH's website about LEAP funds, contact: ddmail@dmh.mo.gov with questions. 


Q: I thought there was a $7,000 upfront charge and you only get money back after you reach milestones? Is there a monthly charge and help desk charge as well?

A: LACIE charges a one-time fee of $7,000 and $10 per user per month for connectivity to the HIN. MO LEAP grant is covering this up-front cost for participating organizations, as well as the monthly costs for the first two years of the agreement. Q: Are there charges while providers are waiting [for set-up of HIN connectivity in their SETWorks production sites]? Do grant funds start covering once [providers] are using the system or while they wait?

A: The one-time connection fee is due at the time the LACIE agreement is signed. The monthly fees are invoiced at 90 days or when the system is live, whichever comes first. Q: Can [MO HIN connectivity] take place of the medical book files, if all the doctors are also in the system? If doctors aren't in the system, can they be uploaded by hand?

A: It is recommended that providers continue to keep current practices for medical files during implementation. Reevaluation of practices and compliance requirements are encouraged each time a new system is implemented. 

 

Q: Does HIN have historical data available too? Or would it be current only? 

A: To allow time for individuals to opt out, LACIE does not backload information from an organization into the exchange prior to the contract execution date. On average, data is available on most patients for 3-5 years from the time their provider organization executed an agreement with LACIE. 

 

Q: Will medications come over from CaraSolva to SETWorks or will [providers] need to enter them? 

A: SETWorks will not be sharing information from Carasolva with the HIN. See information shared by SETWorks.
