Reports with Restrictions

I noticed that some reports don't allow my staff to change the staff dropdown. Why is this?
Some reports in SETWorks have limits placed on who is allowed to run the report for all staff.
This is controlled via the following privilege:
Settings > Provider Build > Maintain Privileges > Reports:
Is able to select All Staff from the Staff filter on applicable reports.
